Kashagan Oil Field threatens local livelihoods, health, and endangered species.
The European Bank for Reconstruction and Development (EBRD) is on the verge of financing Bautino II, the second phase of the construction of the Bautino/Atash Marine and Supply Base on the eastern coast of the Caspian Sea. This project is the main infrastructure serving the off-shore artificial islands developing the Kashagan oil field in Kazakhstan, located in the northern part of the Caspian Sea. It is being developed under the North Caspian Production Sharing Agreement, led by the Italian company ENI.
International and local civil society organizations (CSOs) have raised concerns about adverse social and environmental affects of this project, ranging from toxic exposure of local communities, risks to tourism and fishing-based livelihoods, labor concerns as well as significant risks to endangered species. Multiple CSOs have prepared a joint letter demanding that the EBRD suspend financing of the Bautino/Atash Marine Base. In addition, the CSOs want the EBRD to delay the consideration of further financing of infrastructures related to the development of off-shore oil extraction in the Northern Caspian Sea until a complete independent assessment of the impacts on the Caspian Sea and local communities is undertaken.
