The Bank Information Center, together with the NGO Forum on ADB, submitted several joint comments on various drafts of the policy following the consultation process. BIC has noted some improvements in the final policy from earlier drafts, which include:
- Inclusion of the Environment Policy under the scope of the Inspection Function (now revised as the Accountability Mechanism).
- Inclusion of some environmental requirements in loan agreements, such as the development of Environmental Management Plans, since these agreements are the most binding
- Identifying the line of internal accountability for implementation and compliance with the new Environment Policy
- A commitment to train ADB staff in the use of new Environment Guidelines
